南京:贯彻落实计量发展规划 大力推进仪器仪表国产化进程

  为贯彻落实国务院《计量发展规划(2021-2035年)》、省政府《关于深入推进计量工作意见》,近日,南京市政府办公厅正式印发《南京市贯彻落实计量发展规划的实施意见》(以下简称《实施意见》),明确了指导思想、发展目标、主要任务、保障措施,促进我市计量事业发展。
  
  
  《实施意见》提出到2026年,计量科技创新水平不断提升,计量服务保障能力持续增强,不断完善计量监管体制机制等3个方面发展目标。
  
  一是不断提升计量科技创新水平。力争申请获批建设“国家现代先进测量实验室”1个、参与共建1~2个,承担国家级科技项目1~2项、省部级项目2~3项等,以期在先进测试技术、高端仪器核心算法、核心控制等方面取得重要突破。
  
  二是持续增强计量服务保障能力。力争标准物质研发达到500项以上,参与制修订国家计量技术规范40~50项,申报获批省级科技创新团队(计量)2~3个等,建立健全战略性新兴产业、现代服务业等领域的计量服务保障能力。
  
  三是不断完善计量监管体制机制。力争强检项目建标覆盖率不低于95%,每年引导培育诚信计量自我承诺示范单位不低于1000家等,建立新型计量监管模式和制度,实现全链条计量监管体制转变。
  
  《实施意见》中明确提到以下几点:
  
  1. 突破量子传感和芯片级计量标准技术,开展时间频率、力学、化学等计量技术研究及应用,形成一批自主核心知识产权。
  
  2. 针对高端装备制造、生物医药、节能环保等领域,探索新型量值传递溯源技术。强化涉及全市重点产业领域的多参数检测、在线检测、动态监测等技术方法和计量仪器设备的研究与开发。
  
  3. 立足南京市仪器设备制造优势,加强高端仪器设备核心设计、核心器件、核心控制等技术研究,支撑南京市仪器仪表产业技术创新和产品质量提升。加强高精度计量标准自主研发应用,推进关键计量测试设备、新型仪器仪表国产化进程,推动仪器仪表等精密测量产业园区建设。
  
  4. 积极培育各领域“专精特新”测试平台,围绕南京产业测试需求,筹建国家先进测量实验室、国家和省级产业计量测试中心等。
  
  5. 开展多学科融合、多领域合作,鼓励申报计量科技创新中心和重点实验室,实施重大计量科技攻关项目。
  
  展望到2035年,计量科技创新水平大幅度提升,关键领域计量技术取得重大突破,综合实力保持全国第一方阵,加强先进测量能力建设,满足经济社会高质量发展对高效精准测量的迫切需求,为国家新一代测量体系的改革做出有益探索。
